#WeLeadComms: Christine Tobar

Maryland-based communication leader Christine Tobar is today’s #WeLeadComms honoree.

Christine Tobar is a global strategic communications executive with over 20 years of experience leading high-stakes communications across government, law, global health infrastructure, and the private sector.

Her government career placed her at the center of some of Maryland’s most consequential public moments. As an on-the-record spokesperson for a sitting governor and multiple attorneys general, she managed executive communications, crisis response, and public affairs on issues ranging from consumer protection and environmental policy to prescription drug pricing and complex legal matters, representing the state when it mattered most.

Since launching her independent practice in 2018, Christine has operated as a true strategic partner to the executives and organizations she serves — helping shape decisions, not just communicate them. She currently serves as Head of Communications in a fractional executive capacity for a Germany-headquartered global healthcare company operating across 96 countries, leading communications strategy across a complex, multinational environment that spans government relations, diplomatic engagement, and public affairs. She also advises CEOs, nonprofit leaders, and growth-stage companies on reputation management, crisis communications, and narrative strategy — particularly organizations whose work intersects with government, regulatory bodies, and public stakeholders across North America and Europe.

Christine has contributed to The Daily Record, Maryland’s premier business and legal publication, since 2008. Her genuine curiosity and journalistic background is the foundation of how she approaches her work: finding the story angles, building the narratives and messaging, and understanding what resonates with the audiences that matter most to her clients.

She partnered pro bono with Former First Lady Katie O’Malley to lead communications for Question 1, Maryland’s 2024 ballot measure to enshrine reproductive rights in the state constitution. The amendment passed, securing a fundamental right for millions of Marylanders.

Christine holds an MBA, a certificate in Modern Global Public Diplomacy from SOAS University of London, and a DEI certificate. She is open to new engagements, advisory relationships, and would love to connect.
